Wrong, again. When rulers force something on people they do it to control them and therefore they won't force atheism because atheism is the truth and you can't control people with truth.
Countries you named its rulers forced cult on personality on them. These people really worshiped rulers as gods with supernatural powers. For instance in USSR during Stalin lots of Russians were literally afraid to have thoughts against him because they thought he could read their minds. And Stalin used elements from Christianity to make himself godlike since he also trained as a priest.
