Fear is only a powerful motivator for people who feel weak and powerless. IMO, it is far better to have respect without fear. Some of the best leaders I know are apathetic to whether they are feared or loved. I mean Mahatma Gandhi , Mother Theresa and Martin Luther King Jr and Abraham Lincoln weren't known for inspiring fear and they seemed to do good jobs.
