It is an excuse, made by people who want to seem radical, but who have no intention of doing anything.
The clue is in 'I am' and 'the government has to change'. To change the government, they would either have to organise with others which would go against their agenda, or change their behaviour, but if they sort change through a change in their own behaviour they would not need the demand for government to change.
Ignore what these people say they are just fatheads and posers.
