Not really. I just find it funny that the word "forum" appears in the domain name, yet they decided to create a folder on the site called "forum", and on top of that, one of the files inside that folder is called "forum.php". A bit of an overkill...or more likely someone not knowing how to install forum software properly.

Sounds like something I would do when being overly cautious while working from a tutorial or something. I think your explanation is probably correct.
