That is definitely true of the Pacific Ocean, too. Brrrrr. It's crazy how the weather can be so mild here, but the ocean is always cold. I can't spend an extended amount of time in the water, even in high summer, without wearing my 4/3 wetsuit.

It's because the north Pacific currents flow in a generally clockwise direction and bring down cold water from the north. Compared to here, the water in SoCal is relatively warm (though still brrr). Up here, surface temperatures of < 52F are the norm.
Go 1200 miles to the south of you and the surface temperatures are sometimes in the upper 70s and up - even in the winter. Last time I dove in Vallarta, I did so without a wetsuit. "Gringo loco", the crew all said. :p

I was just in Mex the other day, and someone called me "gringa loca", but I can't remember why...
I haven't gone in the water that far south in Baja, but I have on the Yucatan and Cozumel, a lot. That's some heavenly water. I could be in it all day. My fortieth birthday is in about a year and a half, and my plan, if I can get my finances straightened out, is to take all of my loved ones to Cozumel for my birthday and possibly a casual wedding reception.
