Your views are painfully naiive and unrealistic. People are going to have sex. It's a healthy part of our nature. Mostly, people will do so safely, but sometimes protection fails, or people take stupid risks (like how most people are guilty of occasionally not wearing a seatbelt), and some people are just plain stupid and either don't use protection or don't understand how to use it correctly (Hint: If you use two condoms at once, expect the friction between them to cause one or both of them to break.) None of that means a person deserves to have their vagina ripped open and shit.

Caleb, don't you think money is a good reason people would be qualified or not for the license? Where would they get the money for the fine? Also, how would paying a fine help the unlicensed be better parents? I mean, the kid still exists, right? Unless you're talking about forced abortion... and I really hope you're not. Did you think this through?

If men pulled out just in time more often, women swallowed more often, or if both male and female sex partners used proper forms of birth control more often, the issue of abortion would be of less importance. However, many people fail to do this becuase they are irresponsible, irresponsible adults would not be able to have a license, and if unlicensed individuals have a child in development, a forced abortion would and should never be mentioned nor done. That would be right up their with eugenics, which is pretty immoral in most cases. The child should either be voluntarily aborted, or should exit the womb via natural birth or c-section, and then the child should immediately be put into foster care to become adopted by a licensed adult/couple. The fine/tax should still be in effect just to serve as motivation to not have another child while unlicensed.
