Hoot a lot and throw your own feces at it during lunch period.
Everything I needed to know about life I learned on Dagobah.

How about get a photo of it and post it to Facebook or somewhere with a caption like "At last - someone's found the appropriate place for this stuff" or "Please dispose of your litter properly"?

As for something more practical, is there some kind of school board you could take it to? Not the bin itself, I hasten to add (although it would make the point, wouldn't it?) I'm not up on the - presumably U.S. - school system, so I don't really know how it's organised.
At the age of five, Skagra decided emphatically that God did not exist.  This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair.  Only Skagra responded to it by thinking, 'Wait a second.  That means there's a situation vacant.'

Be thankful for the fact you recognize that the person that wrote it is an imbecile.
Even if the open windows of science at first make us shiver after the cozy indoor warmth of traditional humanizing myths, in the end the fresh air brings vigor, and the great spaces have a splendor of their own - Bertrand Russell

If you're going to corrupt young minds, it's the best place to start.
"Well, evolution is a theory. It is also a fact. And facts and theories are different things, not rungs in a hierarchy of increasing certainty. Facts are the world's data. Theories are structures of ideas that explain and interpret facts. Facts don't go away when scientists debate rival theories to explain them. Einstein's theory of gravitation replaced Newton's in this century, but apples didn't suspend themselves in midair, pending the outcome. And humans evolved from ape- like ancestors whether they did so by Darwin's proposed mechanism or by some other yet to be discovered."

or if you want to be more subtle, then some FSM stickers.
"There remain four irreducible objections to religious faith: that it wholly misrepresents the origins of man and the cosmos, that because of this original error it manages to combine the maximum servility with the maximum of solipsism, that it is both the result and the cause of dangerous sexual repression, and that it is ultimately grounded on wish-thinking." ~Christopher Hitchens, god is not Great
