Suffering caused by what?

1) Natural occurrences such as disease, accidents, earthquakes, volcanic eruptions etc?

2) Self inflicted suffering such as wars and all the awful things humans do to other humans?

If it's (1) then the best planets would be ones which aren't going through violent upheavals. If it's (2) we can't just assume that all sentient alien species behave like humans.
