It's About Time

According to the Times, law enforcement groups in California opposed the bill, saying it would take away a useful prosecuting tool.

Bullshit.  It takes away one of their best escape mechanisms.  Now they don't have a D.A. who deliberately flubs the case in secret.

I'm rather ignorant when it comes to American Geography. In which state is Ferguson?

California is hardly a shining example of judicial and penal systems, though. I'm surprised it was them that took this step first.
Even if the open windows of science at first make us shiver after the cozy indoor warmth of traditional humanizing myths, in the end the fresh air brings vigor, and the great spaces have a splendor of their own - Bertrand Russell

It's in Missouri, about 2,000 miles from California.

ETA: I guess it's more like 1,500.
