I remember a similar case with a lioness that kept 'adopting' baby antelopes that were left behind and snuggling with them until they starved to death because they couldn't survive without their mothers milk. I think they suspected she had some issues
Anyway, this is much less disturbing and pretty cute 
Tigers are relatively easy to domesticate. Even so it's hard to trust them. A wild tiger would have gobbled down that goat in a minute.
