Hey Maester Lewen said he forged a Valyerian link at the Citadel. How'd he do that if the knowledge to make Valeryian steel has been lost since the Doom?

There are still smiths that can re-forge Valyrian steel, from an existing piece.

They are the ones that reforged Ned Stark's Greatsword Ice into the two swords for the Lannisters, one for Joffrey and one for Jamie that he gave to Brienne, Oathkeeper.

Maester Luwin received his Valyrian Steel Link for mastering the dark arts, magick.
