It's political. Or to be more concrete, the invitation for some more ass kissing from Eastern European states while at the same time provoking the Russians. Eastern Europe has always played American ball since the Iron Curtain fell. Most disgustingly during the wars in Afghanistan and Iraq when many of the black prison sites were located there.

Most of all, it also seems an Orwellian move, which would play a little bit to the Pentagon wanting even more funds. The American military industrial complex and the politicians profiting, seem to be in desperate need of enemies. If the world were a peaceful place, their wells would dry out. So they're creating their own scenarios. Last, but not least, the EU enlargement of 2004 was the worst possible decision for a real community that isn't only about borderless capitalism. The Eastern Europeans still are far too nationalistic to agree on any kind of federation. Getting them to join the EU was simply too much too soon. It's most glaring right now when they, and their oftentimes rightwing religious populistic governments, outright refuse to take on any refugees in a concerted European effort. But at the same time, they are the ones being subsidized by our tax money. So, the classic case of cherry picking. It also stands to reason that people like Orban or the newly elected polish government violate EU standards by the numbers. The dismantling of the free press stands out, as well as the all out attack on checks and balances, like weakening their own supreme courts to install a cronie system.
Let's be honest, isn't everything our government does politically motivated?
