Can someone tell me why some ghost stories are "true"?
Stories such as the Conjuring and the Rite are considered true stories.

Why?!?!

They're not true. Not even in the scare-quotes sense.

Then why do movies say they're true. Are they lying?
Is that illegal?

Actually, they DON'T say these films are true. The language used is always something like 'Based on true events'. The 'true event' usually means that it is true that someone claimed these things happened.

Movies say the stories are true because it builds the fear factor. The same reason you tell kids ghost stories are true when around a campfire.

The true story behind those movies is usually something like "There actually was a girl who lived in New York" Smile

This thread reminds me of the film 'Yankee Doodle Dandy', starring the great James Cagney as showman George M. Cohan. The story goes that after Cohan saw the film, he was asked what he thought of it and answered, 'It was a great movie. Who the HELL was it about?'
