The sexual predators plaguing Indonesian schools

The arrest of several alleged sexual predators over the past few weeks has revealed the bitter reality of sexual violence against Indonesian children, particularly at religion-based schools. 

The latest arrest last week was of a Quran teacher in East Java for allegedly raping four underage girls in his care. One of them is pregnant and will soon deliver. 

A few days earlier, police arrested Mohammad Subchi Azal Tsani for allegedly raping girls at a school founded and run by his father, a respected Muslim cleric in East Java. It took days for the police to nab him, as his supporters had declared war against the police.

Almost at the same time, authorities in East Java detained Julianto Eka Putra for allegedly harassing and raping at least 15 girls at a school he founded to help children from poor families.

Last year, Herry Wirawan, who raped 12 girls at an Islamic school in Bandung, West Java, was arrested. Nine of his victims became pregnant and had babies. The court sentenced him to death.

Another religion teacher in Cilacap, Central Java, was arrested last year for allegedly molesting 15 elementary school girls.

The scourge is not confined to Java. It also happens in West Sumatra, where authorities have received 82 reports of sexual violence against children.

Sexual abuse does not only involve girls. Boys, too, are easy prey.

A Quran teacher was arrested for allegedly raping at least 12 boys in Bandung, West Java between December 2021 and May 2022.

His arrest reminds us of Syahril Parlindungan Marbun, a Catholic layman who abused at least two altar boys aged 14 and 15 in St. Herkulanus Parish in Bogor diocese, West Java. He was sentenced to 15 years in jail early this year.

Some of them were forced to have sex as part of a virginity test or to prove good moral conduct. Some reasoned that sexual intercourse was needed to impart positive energy or as an alternative medication. Others imposed it as punishment for mistakes or the price to get good grades.

Joseph Quigley: Birmingham Archdiocese saw abusive priest as 'struggling'

Joseph Quigley, a former Catholic priest in the Archdiocese of Birmingham, was jailed last year.

A report by Barnado's found the church was aware of concerns but did not listen to victims, challenge his behaviour or deal with complaints.

The report said concerns had been raised about Quigley, from Staffordshire, as early as 1990.

There was evidence the church was aware of an "immoral relationship" while he was working in Warwickshire but it was not considered a safeguarding issue because the boy was 16.

"The view of [Quigley's] behaviour, being that of a Catholic priest who had a 'relationship' with another adult male, rather than an abuser of an adolescent boy, persisted without any challenge," the report said.

His status as a revered priest allowed the abuse to continue for years. The report said that without the intervention of one of his victim's therapists in 2018, it was possible his behaviour would never have been brought to light.

Quigley was convicted of multiple counts of engaging in sexual activity with a child, sexual assault, child cruelty, and false imprisonment.

In 2019, the Independent Inquiry into Child Sexual Abuse found that if Birmingham's Archdiocese followed more than 130 allegations of abuse against 78 individuals associated with the church.

For too long, the Catholic Church ignored and even hid the problem of sexual abuse by its clergy. Pope Francis, to his credit, has instituted reforms that are more far-reaching than his predecessors’. But a disturbing article in The Post by Chico Harlan and Alain Uaykani suggests that the church still has a long way to go in protecting children from predatory clerics and the bishops who enable them — particularly in less developed countries, far from the glare of effective judiciaries and unstinting journalism. There, as the authors write, “the scale of abuse remains both a mystery and a cause for trepidation.”

Chief among the structural problems is the role played by bishops in so many aspects of church governance, including investigating and disciplining abusive priests. The reforms established by Francis leave accountability almost exclusively in the hands of bishops, who report directly to the pope. Oversight, to the extent it exists, rests in the hands of more senior, or metropolitan bishops, generally based in major urban areas.

That oversight has been exercised only sparingly in Western countries, and scarcely at all in developing nations, where the church is often beyond the law’s meager reach. Unchecked, bishops in those countries generally function as detectives, judges and juries in their dioceses — the same ineffective structure that allowed sexual predation to flourish elsewhere for decades.

A big part of the problem is that the "reforms" initiated by Bergoglio were deliberately designed to be cosmetic and do nothing to stop the problem or make it harder to protect child rapists.

Woman was forced to marry the son of the Catholic priest who raped her

When Barbara was 18 she was forced into a marriage with the son of a priest who raped her.

Barbara, whose name has been changed to protect her family’s identity, has made a complaint to the Royal Commission of Inquiry into Abuse in Care about how the priest raped her and forced her to marry his secret son, who later went on to sexually abuse their children and grandchild.

It was 1966 when Barbara was forced to marry a 33-year-old man, who she later learned was the son of Fr George “Doc” Harrison, the then Parish Priest in Hokitika who she says pushed her into the marriage with the support of a nun who was head teacher at her school.

When Barbara was 15 years old Harrison, with support from a nun, began to talk to Barbara after class and suggested that she marry James*. She said the nun told her to get married and submit to her husband.

She said she was raped by James a week after her 16th birthday.

She told her mother and begged to be allowed go to Christchurch for work but her mother talked to Harrison who told her if she had had sex then she had to marry James.

She arranged to run away to her sister’s home but Harrison found out two days before the wedding and ordered her to meet him at the presbytery for “marriage lessons”.

“At that meeting Doc raped me. On the couch in the front room of the presbytery. He raped me two days before the wedding in order to stop my escape. This sent me into a zombie-like state, shocked. I sank into a kind of oblivion,” she said.

He officiated at the wedding.

Chicago Archdiocese To Pay $1.75 Million To Woman Who Says Priest Sexually Abused Her At South Side Catholic School

The priest kept the girl inside for recess and sexually assaulted her, making her read the Bible during the abuse, the woman said. He also called her a bad child and told her God was angry with her, she said.

Boley was assigned to St. Clara-St. Cyril after 12 years in Los Angeles, according to the Carmelites’ list of members with “credible or public allegations” of sexually abusing children.

Another case against Boley, in which a woman accused him of abusing her as a child while he taught at Los Angeles’ St. Raphael Parish in the 1980s, was one of hundreds of abuse claims settled by the Archdiocese of Los Angeles in 2007.

The Archdiocese of Los Angeles’ $660 million payout to settle the Boley abuse claim and more than 500 others remains the largest-ever settlement in the Catholic Church’s decades-long sexual abuse scandal.

Portugal’s Catholic Church child sex-abuse scandal deepens

Bit by bit the hideous truth that Catholic priests in Portugal have been left relatively free (if not almost completely free) to sexually abuse children for decades is coming home to roost.

Today, Expresso reveals another 12 priests have been outed by one of their own – half of them still in active duties.

The story is all the more disturbing for the mantle of silence purportedly imposed by the Church’s hierarchy.

Previously, allegations have explained how Lisbon’s Cardinal Patriarch failed to report abuse to the police – now developments suggest at least two bishops were involved in what can only be described as ‘cover ups’.

Even when families came forwards with allegations, priests were allowed to wriggle off the hook – being transferred to other parishes to continue within the Church.

The priest identified by the youngster (aged 15 when he says he was abused) ‘denied everything’ when challenged, and was sent to a different parish (in Lisbon) “where more allegations of abuse against minors were made.

“Later he was sent to a parish in a European capital, where he remains in functions”, says the paper.

This far the commission has received 362 complaints, 17 of which have been sent to authorities, resulting in 10 active inquiries.

Roman Catholic Diocese of Harrisburg announces agreement in principle on final settlement with sex abuse survivors

in a press release, the diocese said the proposed agreement with its creditors calls for creation of a $7.5 million Survivor Compensation Trust to provide financial restitution for survivors of clergy sexual abuse. The fund may also be enlarged through future settlements with diocesan insurance carriers, the church noted.

The church said approximately 54 timely filed proofs of claim from clergy abuse survivors were received during the bankruptcy process.

That appears to be in addition to 111 survivors separately paid in 2019 by the diocese’s independent Survivor Compensation Program, for a total financial commitment of $12,784,450. The average payout to those accepting the Harrisburg diocese’s offers in that program was about $114,000.

Priests ‘weaponised’ God in bid to keep child abuse hushed up, says report

A report into the psychology of ­people who abuse children was ­released by the Scottish Child Abuse Inquiry yesterday, with its roundtable experts finding abusers from religious settings “had the capacity for self-delusion, engaging in thinking that was illogical” and that some “handed the moral responsibility for the abuse back to God”.

The 33-page report said it may have been easier for those from religious settings to abuse because of them ­being able to take advantage of the habitual deference offered to them.

Abusers could rely on being in high regard, using that as a way to ­silence children, and may have even ­allowed the abuser to think he had the ­permission to abuse children and “act with impunity”.

The expert panel told inquiry chairwoman Lady Smith that God was “weaponised” and the Catholic Church “reinforced that sense of ­permission to abuse children”.

“When you add God in as the other factor, who is always there, omnipresent, watching what you are doing and listening to what you’re saying and knowing what you’re thinking, it ­becomes all the more powerful.

“As a mechanism to silence ­children, it had proven very ­effective.”

“But as an ­institution, there was this message: avoid ­bringing scandal on the church. Which essentially has translated across ­institutions into protect the institution and its reputation before you protect the child or the young person.”
