I guess it depends on where you live. The police in my town seem to be trained to serve and protect and my two run ins with them (first hen I had to call them because somebody stole my purse and again when I accidentally called 911 in my sleep) they were very polite. My father taught me to deal with people on a professional level and not get into personality and the police respected that.
In big cities where the cops and civilians have learned to see one another as enemies the dynamics are different so their encounters with one another are different. It's hard to say what came first, the chicken or the egg, or whose attitude has to change fist.
The god who allows children to be raped out of respect for the free will choice of the rapist, but punishes gay men for engaging in mutually consensual sex couldn't possibly be responsible for an intelligently designed universe.
