While owls living in Japan isn't news to me, the fact that there's even cafes where you can play with them is.

And after searching for the exact species in the photo, it seems the Ural Owl is a quite aggressive owl.

Like I said, owls' aggressiveness isn't entirely related to their geographical distribution.

The barn owl is damn near everywhere (including most of the USA, a little of Canada, and all of Central and South America), but as larger owls go, it's relatively docile.
