No it doesn't. Absolute certain proclamation comes from Gnostic theists. Besides if you've ever debated theists, you should be aware of their go to argument "God is mysterious and beyond human understanding.

Atheists are those who do not believe in any god (subject to definition), agnostic theists believe in God or at least the concept of a supernatural creator but do not proclaim certainty about the specifics of that God.
