How do hashtags work?

I'm always slow on the uptake with many things.
So, if I am on Facebook and I make a comment like "#Trump" does it get sent to Trump's site or something?
I am really confused about the entire hashtag thing and how it works.

When I hear the word "hashtag" I figure whatever is about to follow is not worth my time.

Works on fb, too.
If you hashtag something, anyone looking for that hashtag will find it.
Say I #Ihatemyneighbors
If someone looks for posts with that hashtag topic, they'll find all posts with that hashtag.
Same in Instagram. If you #beer, anyone looking for beer posts will find your post.
