You have to actually type out the unicode or copy and paste the character from that site. This is relatively easy with a Mac, but with a Windows machine you might have to create a registry key.

On that site you can just highlight one of the actual renderings (like, the one that says UTF-8) and copy / paste it.

Yeah, after looking at the process for Windows to actually type the emoji, it's pretty straightforward but involves creating a registry key. If you don't know what you're doing, I would not go into regedit for any reason other than a catastrophe. One slip and you can fuck things up pretty bad.
