I'm sure I saw a podcast about this exact topic.  I don't remember which podcast I was listening to, I think probably sword and scale.  It was about a few cases where people online talked people into suicide.

My memories of the episode are vague but I'm sure there was one man who had attempted to talk several girls into suicide by pretending to be a fellow young female who was contemplating suicide, so he would enter into a fake suicide pact with them.

I think any legal action should reasonably consider the extent of how meaningful and prolonged the attempts are at convincing someone of doing something bad.

Edit update------

The mans name is William_Francis_Melchert-Dinkel, he said he managed to convince 5 people of killing themselves by pretending to be young women online and going to suicide chatrooms.
