Anybody who would be stupid enough to build 10 bombs and mail them - and not have at least one go off -- is going to be the kind of moron who has been in trouble before.

Nobody just wakes up one day after a lifetime of being a law abiding citizen, and says to themselves " Gee, I think I'll take up letter bombing as a hobby".
