Yes. I served during that conflict. His conduct resulted in him becoming persona non grata in the area of operations. If Saddam's forces had been in any condition to exploit it, Rivera's actions could have killed a lot of soldiers.

He's lucky to not have been subject to the UCMJ or he could have faced worse.
