Putin makes constitutional changes Duma resigns

Putin is removing the limits on his presidency, limiting the supremacy of International Law and his prime minister.
The Duma resigned.

Russians have a porn director for president for life. Another reason to substitute oil and gas because it will weaken Putin.

The only people who like having checks and balances on power, are the people who aren't on top. That's why our presidents love deregulations, and tax cuts for the rich. Also why they needed to start putting term limits on presidents, because it was the only way to get progressive presidents like FDR out of office. Outside of assassinations.

The Duma resigned.

You have it backwards from my understanding of what is going on. He isn't removing limits on the presidency. He is making the president a figurehead and transferring most of that authority and more to the office of prime minister. Clearing the way for prime minister Putin, leader of Russia for life, once his term as president is over.
