Prison is for keeping people from hurting other people.  Prison can be improved and the list of things that get a person sent to prison can be refined, obviously.  

If Winter has these sorts of reservations about prisons, he's condemning his own god by reference to our example.

We have plenty of cows. We're the worlds largest dairy producer. What we want is cheap labor, and what we need are educated professionals. If you fall into either category there's a path to the us for you that millions of others have availed themselves of. I don't know how they do shit in canadia, but I'd be surprised if this was an example of official policy rather than you wallowing in your own misery and self pity.

We have one of the strictest immigration on earth and no immigrants are not cows and sick people are barred for insurance reasons

Seems to me that the very first clause of the very first section there has a link that you should follow.

Applicants for residence class visas must have an acceptable standard of health unless they have been granted a medical waiver. An application for a residence class visa must be declined if any person included in that application is assessed as not having an acceptable standard of health and a medical waiver is not granted (see A4.60).

Does god grant waivers?

Let's say you're condemned to hell, but you have a condition which..if left unaddressed, would cause you significant harm and discomfort over the course of your incarceration. Would that exempt you from tuesdays molten lead up the anus?

What you fail to understand is that cutting hands for thievery is better than throwing the convicted in a concrete cell for 15 or 20 years straight. Prison is a barbaric sentence in its own account; and worthy of Middle Ages and devastating to one's psychological state.
