  Why don't your rules just say that you can't post pictures until after 30 days and leave it at that.  Also, maybe you should do what stormfront and VNN does.  Which is not allow people to post anything unless it has been viewed by a moderator first.  After all, you're all basically the same kind of forum.  Those other two banned me.  I wonder when you will get around to it.
