Isn't that a tautology, at least from the point of view of an oberver outside the event horizon?
Because nothing ever passes the horizon anyway, just accumulates at the surface.

Good point. However, what I meant to say was the event horizon continuously shrinks and ultimately disappears, thus nothing remain remains with the blackhole forever.
