The times I've been there it didn't appear to match this description. And the Chinese people I worked with didn't experience what you describe.

I have been to china a few times. Iris scan at customs. A tail wile out walking the streets of Shanghai. The feeling of being watched at all times. Asked why I went to the mens room before boarding my flight (because I chugged 3 Tsing Tao's in the lounge!).
We have mass surveillance here in the USA too I suppose.
