I'm genuinely asking because I don't want to report someone if it's not against the rules. Sometimes I see new members with Russian sigs who don't get banned so I didn't know if you are waiting for them to post or if there's some other reasons.

Yeah, you have been here long enough to know better. But thanks for that extra layer of BS.
If you make a report that you really think is legit, we aren't going to punish you for that. Just know that staff volunteers here and do have jobs, lives, and other interests. We try very hard to catch these quickly and usually do.

Technically, no. The rule says
