The Alkari came up with that bloody devise a few centuries ago... back when they were actually a threat in the galaxy. The Silicoid and Meklar scientists came together to find a way to deal with that terrifying weapon for the first time ever to respond to it. Even the Darlok and Sakkra temporarily allied with us to push the Alkari-Bulrathi-Psilon alliance back. The Mrrshan and Humans didn't get involved (though the Mrrshan have always attacked the Alkari since they came into contact). Klackon were busy dealing with space amebas. Other races were simply too far away and hadn't even met the Alkari or us yet.

And don't go on thinking you're the only Humans in this galaxy. The Bulrathi had enough of them in their territories to announce your race a plague.
