Kayenneh, I'm so sorry that hapenned to you,it must have been very frightening. He MAY have been mentally deficient,too fucking bad. If he does not know that's wrong he shoudl not be in publvc unaccompanied. His behaviour is totally unaccepatable and he needs to be reported. A slap would have been a good start. Otherwise he will keep doing the same thing. When my sis firsts started dating I gaveher a sock with a few fistfulls of coins in it.. She used it once; Flick! Right in the nuts. The odd thing, I was never afraid, just really annoyed and slightly disgusted. I don't panic easily, and since I was in a bus full of people, should something worse have happened, I could have taken care of it myself and probably gotten help from others. Now, I'm all for people trying to be as independent as possible, but I have to agree, if you can't follow certain rules you should not be let out without an assistant.
