As someone else said, cultural influences, and the societal differentiations that have evolved from said influences would be one major cause of advancement occurring at different phases and at different speeds.
I think people need to start looking past the whole racial divide 'we're more evolved' bollocks and start looking at one we can advance humanity as a whole, in its entirety. The issues we face on earth will be global ones in the future, so we need to act globally to combat them.

"having" a different enviroment isn't racist stating europeans are "better" human beings and here's why or answering "why are europeans better people" with a detailed analysis and an attempt in sound reasoning is.........many conservative writers even admit enviromental determism is very racist
