No. If someone makes a claim, they should back it up with sources. Minimalist already answered my question, but thank you anyway.

Statements about such things as the number of Presidential executive orders are not claims.  They are facts in the historical record that has countless sources and therefore are not subject to speculation.  Consequently a doubter can always easily look up the information if he refuses to accept the original statement.  That's not like someone claiming that the Earth is shaped like a pyramid.
