Sure they can because what is good or bad is entirely subjective and anyone can declare whatever they believe good. You're pretending that your imaginary friend gives you the right to declare what you think is good to be universally good and you're wrong.
There is nothing demonstrably true that religion can provide mankind that cannot be achieved as well or better through secular means.
