To be frank, it's somewhat subjective. Threads that have an ongoing theme like the music video one or Min.'s "fucking cops" are okay to post in even if it's been thirty days. Threads where a discussions have been raised and naturally petered out should be left alone and a new one started.
And when in doubt, look to see if there is a thread that is current on the subject you want to talk about, and start a new one if there isn't.
