I think part of the problem is that police just expect you to do whatever they tell you to do, even if they have no legal right to do it. Is it legal to attack a guy for selling taxless cigs, and not immediately getting in the car when asked? Should it be? Or attacking people for not handing over information on demand? There are boundaries that should be in place. The police don't seem to be aware of it.
