Submission to Christ is not voluntary for his followers, nor is recognition of his headship of the Church. The use of the word "voluntary" is an attempt to soften the message and make it seem less offensive. It's not easy to peddle this kind of directive in societies that are trying to improve the way women are perceived and treated, so they look for ways to make it sound more palatable.
