Do you have evidence that it was semi-arid at the time of the chronicle?? or are you guesstimating based on what the region looks like now?
Petra 2000 years ago was a lush city that had exotic gardens, but now it is a completely arid waste land that can not support any life.
Perhaps leading to the city of Jerusalem that the Assyrians made their base camp there was, I don't know... maybe an Aqueduct feeding the city... Kinda a common thing for cities.. fresh water.. Especially if the city wasn't built on a river or lake, they piped in water even in those days...
