My guess is that the woman is either a deluded religious person who thinks God speaks to her.

By the way did God give this woman the $20 to give to you? Or did God ask this woman to give you #20 or HER money?

Another possibility is the the woman is part of an underhanded proselytizing movement where evangelists go around giving chimp change to people telling them that it came from God in the hopes that some of the people they do this to will be incited to turn to Christianity over a mere 20 bucks.

Believe me it is not an radom act of kindness, nor does God tell them to do it, it is a new teaching through the church, what they give is to come back to them ten fold. One thing about Christians, they do nothing for humanity unless it benefits them in some way.
