theist - believe but can't prove
atheist - don't believe but can't prove

theses are both beliefs, they are conclusions without experimentation

agnostic - i do not know

That's what we need a new word for. Someone who says "I don't know what I believe". I think "clueless" would be a good fit.

Empirical evidence is the result of observation and experiment. Other evidence may consist of concordance with theory that is otherwise supported by empirical evidence.
