Consistency would be regularly applying each rule, not applying both rules in concert. In context of your sentence, I would omit the comma before the 'and' for two reasons:
1. the 'and' is being used as a standard conjunction rather than at the end of a list
2. it would make the sentence read as if 'and' is a subordinate clause, when in reality, it's the 'more importantly' which is subordinate
So you score points from me on your usage and I'll give you extra credit if you can spot the Oxford Comma that I omitted from bullet 2. Well, you missed capitalization of both bullets.
As far as the Oxford comma goes, I put that in your bullet. It's in red.

Commas are perhaps the most misused form of punctuation.
Semi-colons can be useful, but I avoid them when possible in favor of distinct sentences. The simpler the writing, the more powerful, I believe.

Since the bullets were a continuation of another sentence, rather than sentences in their own right, there's no need for either a capital letter at the beginning or punctuation at the end.

There is an ongoing discussion on the proper use of the semi-colon. This attests to a fact; that NOBODY unambiguously knows its correct usage.
As a member of the population which does not know where the semi-colon is correctly used, I throw them in largely at random to impress the part of the reading public who;
- Does not know the proper use of the semi-colon and
- Who may be impressed by its use, (falsely) believing that someone else does.
My rule of thumb as to where to insert the semi, is that it goes in whenever I have to pause in typing for more than a few moments to think of an ordered list of assertions.
(I welcome the inevitable links to any authoritative style guide which will be offered to prove this method of usage to be evil, wrong and double plus un-good. I don't care and won't change.)
So how, exactly, does God know that She's NOT a brain in a vat?
