Hate to be a party pooper, but Mercury's orbit may not be really stable over the next 2 or 3 billion years, so, the few inches might get subsumed in the orbital hijinks.

Or maybe not . . .
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
