Large swaths of it are not all that "sentient."  I'm thinking the middle east and the American south.

Yeah, the Fermi paradox bubbles my brain too. I mean, the sheer overwhelming vastness of space with the innumerable galaxies, stars, planets... statistically, however complex, difficult or unlikely our arisal, it must have happened elsewhere in the universe. Right?

Somebody has to be first.

Additionally, the first planet that 'goes all the way' to a technological civilization capable of interstellar flight and an urge to colonize, 'wins' the galaxy.
 The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

"Sentient" does not mean "intelligent."  If you have a dog, even if it is particularly stupid for a dog, it is sentient.  Unless, of course, your dog is dead.
