It should absolutely be illegal for companies to falsely advertise a contest and then when you win, they call you and begin their spiel about how there's a refundable "reservation fee".

No sorry... if you advertise a contest and you pick a winner, then there shouldn't be any fees attached to said prize - refundable or not.
