Also the construction "short legged turtle" implies a legged turtle that is short. A hyphen is required to indicate whether it is the adjective or the noun receiving the qualifier.

Now that's how it's done. There's no ambiguity over whether you're a reptilian green bastard who is short-arsed, or an arsed green bastard short to the tune of one reptilian. Language is beautiful.
