It is probably no coincidence that the White Gold Concordat targeted the two provinces that the Empire gets its best warriors from. Bretons make good mages, but I doubt the Altmer are very worried about getting into magic vs magic battles with Bretons. I guess Orcs are pretty beefy, but they don't really have large swathes of lands to grow and maintain a huge population.
