These are just problems to be figured out.  Alcohol and tobacco tax for example would definitely be put towards funding the organizations that help patch up the problems the products using them create.  Hospitals that help during drunk accidents and the other endless medical problems alcohol and tobacco causes, and the police which help stop the alcohol fuelled violence.

So under your plan if you wanted a guaranteed job all you would have to do is start an organization that treats alcohol and tobacco users.  And then you would get tax money galore for as long as you lived.

Well these organizations which deal with the effects of alcohol and tobacco already exist at least in the uk, we have the nhs and the police. In this situation there would be competition to secure a job and a limited amount of jobs just as there isnow. The money going to these organizations to help them combat the effects of alcohol and tobacco would be as guaranteed as long as people consume alcohol and tobacco. Anyone who wanted to start a private health organization could do but it wouldn't be funded by tax.

Look at countries were a proper government unsupported by taxes is not in place. They are hell on earth.
