Certainly a guy is "allowed" to stare at whomever he wants. But that doesn't mean it isn't rude or creepy, or something that he should try to avoid.
Damn. You're shoulding all over me. (Keep that poop in the bathroom.)

It's not impossible for boobs to bounce up and down unintentionally.
Anyway, depends on the context really. If it's clear she's flirting with you, and she's bold about it, that's fine, I guess.
Hey if those sweater puppies pop into my field of view they're getting scanned. End of story. That's just the way the booby bounces. Oh, and please, feel free to breast feed in public. (I love that.)

If you see a man wearing a speedo out in public, are you going to immediately scold yourself and think it disrespectful to stare?
Actually, yeah.
I was born in a big city where I spent the first 7 years of my life. As a little kid we'd walk everywhere... to the store, to the park, to the beach... we didn't have a car and you could get anywhere you needed to on foot.
My mom taught me from very early on not to stare at the homeless folks laying in the streets, or the disabled people who walked (or rolled) by, or any other type of person who just happened to stand out for whatever reason. It's just common human decency. It doesn't matter if it's a hot guy in a speedo or a mentally handy capped person acting strangely. Staring is rude.
"Of course, everyone will claim they respect someone who tries to speak the truth, but in reality, this is a rare quality. Most respect those who speak truths they agree with, and their respect for the speaking only extends as far as their realm of personal agreement. It is less common, almost to the point of becoming a saintly virtue, that someone truly respects and loves the truth seeker, even when their conclusions differ wildly."

If you see a man wearing a speedo out in public, are you going to immediately scold yourself and think it disrespectful to stare? No, because you expect them to know that by wearing that, they are going to be stared at. Obviously you don't have to intensely stare, but looking longer than normal clearly, you will most likely do. That could be because you are attracted, or questioning why someone would wear so little regardless it is the exact same concept. That the less you wear, the more you expect the other person to expect people to be staring. That was my whole point. Women are developing this mindset in modern society, that if they wear much less than average clothing amount, they are to be looked at the same exact way as if they weren't, and anyone who they deem treating them like someone wearing hardly any clothes, is the one being disrespectful, and suddenly they turn into the victim. It's this switching the blame. There is no definitive line of what's minimal to wear and what's not. However, the fact that a large majority of women that do wear what would objectively be considered "Skimpy", without a good reason other than personal preference, are getting mad at people who stare at them is a social misunderstanding that women's right's suddenly turn in to women's expectations, that no matter how they dress it's to be treated and respected. If you can't respect yourself enough to admit what you're wearing is for the goal of appearing more attractive, I can't respect you enough to think that i'm the one who should be blamed for doing what you wanted me to do in specific.
Wait so if a woman wears something that makes her feel sexy, she has to be ok with any guy gawking at her for as long as he wants?

Well, it kinda is. Women don't always dress "sexy" to impress guys.

Her self? Pffft... what the fuuuuck??? LOL
"I'm trying really hard to feel attractive, and how dare you acknowledge that!!"

The choice is yours.
