It makes people uncomfortable. There's nothing "social engineeringly" about not wanting to be around people, who make us uncomfortable - it's natural. Some people - like the ones with certain mental disorders - can't help it and it makes their lives more difficult and isolated. But most of us cope just fine. Would you feel comfortable, if every stranger stared shamelessly at your girlfriend?

And what you call "explicitly dressed sexy" is just your subjective idea, dictated by your society. To a muslim man a woman who's eyebrows are showing seems like a prick-teasing whore.

You want to look, do it. Just do it like you would at a person you respect. Not a piece of candy, that you hope, if you stare at it long enough - will fly into your mouth. Because that's probably your main problem with the whole thing - many men stare at women hoping to find that 1 in a 100 (although the number will depend on circumstances, like amount of booze around), that will stare back and subsequently put out. That's a very feeble strategy. Try talking to women instead.
