You've got to remember we're a country with a severe case of inertia, for example it wasn't until 1974 (if I remember my first year legal system of Ireland course correctly, but it definitely was the seventies) before a woman stopped being the unwasting chattel (ie the thing) of her husband, it wasn't until 1991 before the mere fact of being gay was legalised and marital rape criminalised, 1994 before divorce became a fact (and is still extremely stringent in application), where abortion is still illegal with a possible penalty of 14 years (except in an extremely narrow set of circumstances).
