Pardon = Witness Tampering

Trump preemptively pardoning Cohen is witness tampering by definition. There must be a law to prevent this Executive power from being used in self interest. Any thoughts? If you have no thoughts about this feel free to hurl insults at Cheeto Von Tweeto.

The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.
